Note the roaring fire and the ashtrays on the floor (they could perhaps be spittoons, although old library bylaws often had rules in them saying 'No spitting'!). Today smoking is prohibited in all libraries, though sometimes old men are occasionally caught having a 'crafty fag'; a leftover habit from times such as the one shown here.
