It is not stated what the meeting was for; the lack of women suggests that this is something to do with work. In 1911, the trade union movement had begun to gain in strength, and the country was wracked by a series of stikes, notably the Great British rail strike, Transport workers and Welsh Collieries. The meeting seen here could have had something to do with this, or have been the start of labour unrest prior to the 1912 Great British coal strike.
