The picture shows a retarder or rail brake. One of four retarders on the down yard at Toton with the control tower to the right. The retarders were controlled from the tower. The picture shows the retarder "table" in the resting position. During operatiing the table lifts vertically about 10 inches the wagon rolls over it. If it requires slowing down the controller in the tower pulls a lever which lifts the table slightly higher which also lifts the moving wagon and clamps grip the wheel sides similar to a car disc brake this slows the wagon down dependant on the pressure that the controller applies on the lever the wagon then rolls on into its relevant siding.
